It's not retarded. It's because people selling their accounts and server has nothing from these trades.
That doesn't make sense cuz u can transfer a char to another account for less then half of that price.
i just checked there is no fee for password change (and i hope there wont be)
you have to pay for email change - but the reasons you would change this is above

why would, a player that isnt going to trade his account, donate to change his email-pasword for safety purpose?
