You can't be sure, because they dont care.
They ban your IP and ask you to pay $ to unban.
THEY DONT CARE! :>
I think they care, but at least i want an answer from admin or a GM.

You cant be sure, you are playing at free server with no garantions.
Secondly, you support breaking the user agreement of NCsoft product if you let your clients to join non offical server. Its not a big deal until your income is based on that fact. Still, not my problem I am just curious.
There isnt anything about same IP in server rules. Actually, dont know what does it implicate. There are 4 topics at least with basicly the same problem without any more specific answer.
I would like to know as well which facts can lead to ban the player.
I asked GMs by mail and by ICQ about same problematics. One big router for whole appartment block (24 ppl). So one Public IP and many ppl. I get only answer "relax, just do not use bots". Is that the only answer we can get?
I've asked GM by mail a this is the answer:
There are methods for determining the number of boxes running.
IP is not important. We have a lot of players playing from same networks (same IP) and we don't ban them.
The main thing that should be followed: don't use a bot and don't run more than 3 boxes from same computer.
My theory:
There isnt another method how to check it, than client per IP, but its impractial solution beacause of routers/proxys etc. so they removed it from rules.
But if they were admit it, it would also mean that everyone can log in unlimited number of accounts, which is also very positiv message for botters.
If I am wrong why nobody got a clean answer.

How about to add to your theory that server-client exchange can include some ID specifed for each PC?
