cuz u need to kill baylor and do that's bloody hot quest & bird in cage to open hellbound for whole server which i did not notice being done yet :P
Just check out the crystal's color. If it's green, ur good to go (path to hb -> casian)
i know that, it's just weird to see hb leveling without anyone even being able to enter.
(no its blue crystal ^^)
Not really sure but i think those points are the ones gathered until now to open hb.

As u can see it's level 0, someone must be doin' the quest already and gathered 25584 points until now. It's not enough to just do the quest once to open it, u also need to power the gate so u can enter. Mby an admin that knows better what "Points" and "Accumulated points" represent will explain to you guys.

I have no idea, just gave an opinion. I don't know exactly how to gather those points to power the gate, thought u need to kill baylor multiple times. Never made this quest, i'm a big noob at it : )
take the quest -> wack the fatass -> finish quest -> take lolquest -> finish it & take path to hb and enter +_+
