Every time when I want to vote I have this msg .
Every time from different RUSSIAN high-rate servers .
Im using wifi router + proxy ... The proxy can influence my problem ?

Someone else using same proxy and voting daily before you (could be some vote bot), and GM's cant help you here, vote w/o proxy from your original IP. Its fucking your fault not gms or server.

try to find some http proxy
