Where to write to get an account unbanned? (No cheating or acc. sharing or whatever involved - just want to know whom to talk to)

This page wants my money :) And since I didn't do anything wrong I think I shouldn't have to pay. OR do you always have to pay for unban even if you didn't do anything wrong? If yes, than that's quite the money machine ....
