I have same problem.
My quest is Saga of the Pheonix Knight.

Char name: TankFtw
Loc: 162840, -76492, 3096 ( Near Town of Goddard )
Npc ID: 31653 .
Problem: WHen i click npc the quest monster should appear but instead NPC tells me that i dont meet the requirments.

Its since Saturday night that im tryng to finish this quest and NOTHING .
Please staff do something about it !
