According to the Administration, the 5x will be their second server in the network to be International. The first of course being the 30x. In fact, if this were not the case, the 5x section would not have been made on this particular forum, but their Russian one instead. Notice how this board lacks the 1x, 1000x, and whatever? That's because those are Russian. You need to go on the Russian boards to talk about those. This board, as you can see from the /en/ in the web address, are for the English servers. The 30x and now the upcoming 5x.
Though Russia is of course a part of being international, what they basically mean is that it will be English-speaking.
