Can u make channel of 1lvl chars in partys to enter instance or there is minim level now?

72 characters, 55-85 lvl.

then how come almost everyday i see tons of 1lvl chars at zaken npc

You have a cheat to see they are lvl 1?
Or just because they are naked you think they are lvl 1?
