Whenever I want to duel someone or someone duels me it's written "You are unable to request a duel at this time". I'm close enough, not in safe zone, not in chaotic state, my decline duels option is off, so the question is what's the matter?

Check wars, even one sided. If existing between u and the target, u cannot request any duel with him.
